60fps until Rivet City, then significant drop at Fairfax Ruins. Large Address Aware not working?

I installed all the mods from the Maximum Graphics Mod Overhaul video put out by Candyland (https://youtu.be/TJk75wxAF7Q). I had a perfect 60fps until I got to Rivet City where there were some slight drops in FPS but nothing too serious. Then when I got to Fairfax Ruins it took a huge hit going down to the 30fps region.

Switching to the "Fallout3 WinXP-7-8-10 Multicore Threading 4GB LAA" patch did not help. Before I was using "Large Address Aware Enabler for FO3." I also noticed in Task Manager under "Performance" that only 2GB of my 4GB of dedicated GPU memory is being used when the game is running. That's strange right? I also tried manually altering the memory values in Fallout_default.ini as documented in this tweak guide.(http://www.tweakguides.com/Fallout3_10.html)

Hope someone can help me figure out the problem. I've been digging through threads and guides for over four hours with no luck.

Also, some crashing issues that aren't serious but I would appreciate a solution for:
1) Random crashing that was not solved by editing Fallout.ini as recommended by PCGamingWiki (https://pcgamingwiki.com/wiki/Fallout_3#Game_crashes_randomly)
2) In Fairfax Ruins if I use the Flamer while fighting the Raiders the game fezzes with an audio loop.
