Report a translation problem
As far as validating the files, you may want to just do a clean install. Delete the game folder and let it re-install everything fresh. But if you do that or validate, the above fix has to be done after.

So you just made the change then and now it hasn't crashed in the last few minutes? Give it a little more testing time to be sure, that one change does help tho.

After you applied the fixes if it keeps crashing on launcher, try deleting the FALLOUT config setting file in documents. It worked me.
If your using mods, the unoffical patch can crash it.
For clean install try disabling steam cloud and reinstall freshly.
