Can't get RL-3

I can't seem to get RL-3 and I don't know why? I dismissed all my followers, and it still wouldn't let me even though I had neutral karma. I even made my barter max to see if that would work but it didn't. What should I do?

If you ever become separated from Sergeant RL-3, he will be waiting for you in Canterbury Commons. After you have recruited Sergeant RL-3 you can raise or lower your Karma rating without losing him.

My advice
If you dismissed all the followers and talk to joe or the robot it should follow with the neutral karma system. You have to talk to Joe to gain the bot. Joe should be at tenpenny towers near the rob co. Either way i think the robot can only follow you when you have neutral karma. Or try commands.

I've tried that, and i've even used console commands too see if my karma was the problem even though it didn't work. Tinker Joe keeps saying RL-3 doesn't like the look of me, but if there is a console command that would help i'd like to know.

Ooof am trying to think, have you tried a new save it could be your save. Have you tried the fallout 4 follower commands it should be the same for Fallout 3 it's on the same engine.

Did you use any companion mods?
If not it could be your save >< i have never really experienced companion problems or try some mods to fix it.
