Can't find Harkness (Spoilers maybe)

So I met him outside rivet city fine and for a while he was outside flack and shrapnel, But about halfway through The Replicated Man, I suddenly can't find him any where. I heard he can be found up in the upper deck tower area but he's not there either. Any ideas where to go or some method of finding him. I really want that plasma rifle.

He can move around a fair bit in his patrol. Have you tried waiting and then checking the market agian?

I eventually found him, Also realized at the last phase that there is a pointer to him, I thought it had been showing me toward Zimmer only at first.
