Report a translation problem
Now something here makes me think of agility and luck playing a part in Accuracy and critical kill-shots. Was Perception a factor too, regarding energy weaps - hm, maybe I confuse it with explosives. Definitely worth investigating! Back then, I could have given you a much better answer, but alas time erases my memory in such a wicked way.. This is the best I can do for now.

all my stats are 9 -10, so i don't think it's that. It's just strange.
i started checking on various forums and whatnot, apparenty I'm not the only 1 who noticed the inaccuracy, and a few people commented that fallout 3 was designed this way.
i feel ya there, but the degree of inaccuracy w/ a 100% condition gun and 100 skill is crazy. My minigun has as much , if not more accuracy at full burst than the assault rifle, pistol, atomizer etc.
I think they were also trying to not make character stats irrelevant by letting player reflexes compensate too much, much like how every Oblivion character with no Agility or Security is a natural born Master of Unlocking once the player gets good enough at the lockpicking minigame.
At least there's always VATS mode, which is very effective once your character's stats improve.
my issue is that vats is trash at long range, which is what I enjoy doing. in fallout 4 or new vegas, if there was a large group of guys, I'd lay down 3-5 landmines, put myself betwween the mines and the guys, snipe the guys off as quickly as i can via free aim. and the mines would pick up whatever I missed. In this game that's not the case :(
Luck maxed will help here also. I got to the point where if I used VATS I classed it as cheating, since nearly every single attack killed my targets lol - especially with Grim reaper's sprint on :P
but vats is so much fun tho :)
I've done all that, Initially I was pissed about the inaccuracy so i maxed out everything , gave myself every perk that could help etc. once you get past 30 ft your chance to hit is terrible.
If i have 100 small guns, 10 to every stat, every perk that increases accuracy crit etc, and I can't have an accurate shot w/ a 100% sniper rifle, something is wrong.
Even then I suspect the game is still incorporating some of the 'rolling dice' of the earlier Fallout games so you might still not hit.
I did play with the sniper rifle a bit, and I didn't have too much trouble hitting things by hand. Well, things as big as Super Mutants, anyway. My problem was that I just couldn't do enough damage, as my Small Guns skill really sucked, and I only had one sniper rifle in terrible condition.
that's just it, i don't want to use vats, but w/ max skills / condition, using a sniper rifle, i can't hit ♥♥♥♥ at long range.
Hopefully if there are any more Fallout games they'll revisit this issue, or somebody will mod it.
i don't think this was an issue in new vegas / fallout 4, though it's been a while since i've played either.
