It is a 32-bit application yes, which means given a correctly functional wow6432 subsystem it's compatible with 64-bit OS's.

FO3 and FNV work just fine on my Win10. I haven't tried Oblivion yet, but I'll bet it works, too.
I had the issue of FO3 not working for me until I installed GfWL(Which Windows 10 points you to download giving the warning "May require additional software to run" after the game crashes). Most people who can't get the game to run don't have GfWL installed. Some opt to install fan made patches or mods straight off the bat to get the game to run and are surprised when it constantly crashes. You 100% need GfWL to get it to run.
FO: New Vegas does not require any tweeks or work arounds. It works straight out of the box as it was a STEAMworks supported game on PC(FO3 was GfWL and out of the box only ran on GfWL).
As for how FO3 looks, it still looks great to this day. It's missing SSAO and other modern shadow techniques which would add a huge amount of flash to the game but textures, resolution and especially character models, they still look top notch to this day. I'd go as far as to say the FO3 character models look far better than FO4's. Hell, check out this comparison video of character models: https://www.youtube.com/watch?v=Ef2HH0Uf29E
The Deathstalker looks better in FO3(31 seconds in) so do the super mutants, they look more detailed and the armour is better suited in FO3, some of the bots in FO3 are simply far superior than the ones in FO4 and the ghouls in FO3 flat out ♥♥♥♥ on anything FO4 has to offer in both feral ghouls and character ghouls. You honestly don't need ENB to make the game tollerable but it would be nice to have shadows that's for sure.
The countless threads in the New Vegas forum should be enough to disprove that ridiculous claim.
Works fine for me. Fresh install, no additional downloads, tweeks, mods, nothing.

Not to mention there's 5k people playing New Vegas right now. Are they all using mods and work arounds? Are they all on Windows 7 or XP?
Also, what countless threads? The forums are full of questions about the game. There's one thread a guy started where he said the game won't save for him properly.

Fallout 3 works fine for me. Fresh install, no additional downloads except GfWL which Windows prompted me to download, no tweeks, no mods.
Yes, most of the people playing New Vegas right now are using mods, or they're one of the lucky few that don't require mods to work.
If your basis for claiming New Vegas works without mods is that you don't need mods, then Fallout 3 doesn't require mods either, because it works for me without mods.
Try looking past the first page for threads, try doing some searching, look at the pinned thread at the top of the forum with more than a thousand replies about getting the game to work.
I hope this lesson in anecdotal evidence leads you to look at the wider picture in the future. Larger data sets provide a more accurate picture than simply basing your opinion off your experience.
How can you be "lucky" if there's an inherent problem with NV on Windows 10? If it was a Windows 10 issue specifically it would affect everyone, there would be no exceptions especially if everyone is using the same version.
There's no "luck" about it. Either it's a hardware issue or people having issues have some conflicting software be it driver, third party software or even missing files. This isn't a Windows 10 issue in such cases.
My statement stands. "Fallout: New Vegas does not need any mods or work arounds to run." Maybe it does for a select few but that is not an issue with Windows 10 or otherwise. If anything it's a hardware or software issue on their individual machines. The fact that so much as one person can download the game without tweeks or mods or anything else and download it straight from STEAM disproves everything you're saying.
There is no such thing as "luck" in computing. There is always a specific cause for any issue.
Mods and workarounds aren't a requirement for New Vegas. Period. SOME people might have SOME issues but that does not equate to the game requiring work arounds for everyone or in general. Also, every game has the potential to have issues on various setups.
I hope you take your own words on board and "look at the wider picture."

That's right, vent your frustration at not being able to follow the conversation.
You said New Vegas doesn't require mods because you didn't have to use any, I countered that means FO3 works out of the box because I didn't have to install any mods. I was trying to show you that individual experience is meaningless compared to the larger whole, and you kept on using individual experience to make claims.
I have no doubt that you detect a superiority complex on my part, but that's more because you have an rightfully earned and deserved inferiority complex.
