If that doesn't apply to you, you could try enabling/disabling him through the console. Open the console (~ key), click on him, type disable, enter, then type enable, enter. See if that helps.

and then
setstage xx00108d 10
Where xx is the load order of the DLC. If you're using a mod manager it's easy to see what it is. If not, then try 01-05 until it works.
