his problem might not be the same as yours; he didn't need to go get some dll off of nexus, he just needed to install old software from the good ol days the game wants; DX12 does it's best to handle the older stuff, but doesn't do a very good job lot of times. Just install a DX9 redistributable to get an actual microsoft one, you probably won't need a hacked one unless you have an intel card or iGPU (which is a separate but similar issue)
if I were you, I'd start with DirectX Legacy support[www.microsoft.com] package (it co-exists with DX12 just fine), and you'll likely need to install a legacy audio codec pack like K-Lite[codecguide.com] to get all the audio formats Fallout 3 uses to work well, too.
there's lots of guides for getting this game to run, though. if you're confused by technical stuff, just follow one of them.
and for the future, please don't rez ancient threads even if you have the exact same hardware; all that usually happens is some poor moderator has to come in and lock it. :-)
