iAudioCacheSize=2048
Try doubling the value to:
iAudioCacheSize=4096
Or if you have a lot of performance to spare:
iAudioCacheSize=8192

That's all the help I'm gonna give directly. I have no issue with helping people, but I'm not going to hand feed them the info when a basic google search will provide all the help they could ever need.
EDIT: Just noticed you mentioned mods. Which ones? Any that affect the audio or radio specifically?
also i treid this as well and nothing happend i saw that already
Use the win32 binaries by just putting them in the games home directory (The one with the Fallout 3.exe) It will auto load them which should resolve the issue.
P.S. This also fixed the issue I had where if I alt-tabbed the game would close. Maybe that issue is related to the DirectSound calls. This makes the DirectSound calls in the code become OpenAL calls if that explains anything.
