If you press down the caps lock button, then it will toggle your character's run function (This worked for me at least).

Look in your game options, and keyboard settings, to adjust the running/walking mechanics.

There is an Autorun toggle, check the controls for it, it's Capslock by default I think. (I always change my keys because I hate the default WASD setup.) When you have Autorun off, you can hold the Run button (the left Shift key by deafult) while moving to run. When you have Autorun on, you hold Run to walk. When you are over-encumbered, you are limited to walking speed.

The starting running speed in this game is pretty slow unless you sank a lot of SPECIAL points into Agility. Only way to improve that is to increase your Agility stat. Having bulky weapons and armor equipped also slows you down, and wearing heavy armor makes stealth less effective.
