Unless you want your game to look like the sun is shining from every angle in the game, use HDR. Bloom is pretty much pointless.

Bloom is just a less demanding HDR that uses a filter.

Use Bloom or none at all, if you have Performance issues.

Yeah, performance is fine for me with HDR on. Oddly enough, V-sync was turned on since I was locked at 60fps.

VSync turned on is very important in Bethesda games, because above 60FPS, the physics go crazy.
