Edit: And I tried the selector on the wheel for both ps3 and ps4 modes btw neither made a difference it still only registered my keyboard as a control scheme.
Thanks so much for the information you provided!!! I managed to find the solution for playing splitscreen with two controllers!
Go to X:\xxxxxx\Steam\steamapps\common\f12013\actionmap folder and open Keyboard.xml with notepad for example, then in the second row replace priority="0" with priority="7" or something higher, than your desired controller priority (see the other XML files for each input devices' priorities). Save your changes (ctrl+s)! Maybe make the file write-protected to remain in this state (right mouse button -> properities -> tick the appropriate box).

I use a RTX 270 SUPER with 32 of Ram a d 8 dedicates but anyway this isn't tve problem.
