In real life F1, any driver that gets into Qualifying 3 (into the top ten) must start the race on the same tires which they set their fastest lap on in Q3. The game mirrors this official rule.
So if you qualify anywhere from 1st to 10th, you will be forced to start on the tires you did your qualifying lap on. That is why in real life F1, drivers will only do 1 qualifying lap per tire and then come straight back into the pits. They don't want to do lap after lap on the tire and then have to start on them when they're very worn.
If you are getting this issue when you are qualifying 11th or below, then this could be a bug yes. If that's the case try changing your tire before going to the grid - select 'race strategy' and click on your first tire to change it to a new set. If it still puts you on worn tires after selecting in this way, then it will be a bug.
Ah okay... I didn't know this was actually a rule. Well I think this rule is stupid. >:o

I wouldn't say that the rule is stupid myself, because it adds an extra handicap to the fastest cars/drivers on the grid, and gives the drivers at the back a better chance. Makes for more even and fair racing, and adds an extra element of strategy which can be exciting to see play out. I respect your opinion if you don't like it though, each to their own.
Okay so this time I managed to get 8th position on start so before Q3 ended, I switched to a new set of tyres and waited in the pits for the race to start. When the race started, I was back on my tyres that had 30% left on them. Is that supposed to happen?
Seriously? Is that how it works in real life? If so, that's a stupid as hell rule.
As I said above, many people do not think of it as stupid.
It adds an element of strategy into the mix which is interesting and exciting for the fans to watch - will the front running drivers be able to keep their positions even though they have to pit earlier, or will they get swamped by the pack and end up losing places? And can the teams work out a stratefy that allows them to get a good finishing position even though they are on the back foot because of tire choice?
And as well as it being more exciting for spectators, it makes the racing more fair too. If the faster cars like Red Bull were able to choose their tires, then Seb Vettel would get 30 seconds plus ahead of the pack instead of just the 15 seconds he gets now, and nobody else would get a look in. But having the top teams start on worn tires means that they have a slight disadvantage, and so all the other teams have more of a chance to overtake and beat them.
You are saying that it is a stupid rule because you are qualifying in the top ten and so you are being given that disadvantage. But think about the times when you do not qualify in the top ten. Think about if you were in a Caterham, Marussia, Williams or Force India car, who rarely make it into Q3. If you are in that situation, you would get an advantage over the top ten drivers, not a dissadvantage, so the rule would work in your favor. Would it be so stupid in that case, if it gives you more of a chance to get a good finishing position and a haul of points?
The purpose of the rule is to make the racing closer, more fair, and more exciting for us spectators to watch. Surely those objectives are not stupid goals to have.
How do you avoid ending up with worn tires on the grid? Simple - just do one or two timed laps in Q3, then pit in - do not run your tires down into the red. If you really need to go out for more than two laps, switch to a new set and do two extra laps on those instead. That way all your tires will only have a maximum of two laps (plus very slow out/in laps) wear on them and will be in much better shape for the race.

I sorta watch it but I didn't know about those rules
I have a different bug sometimes.
I qualify for q3 and don't set a time there to have fresh tyres for the race. But the game gives me the worn tyres i did my lap in q2 or q1.
So if i don't wanna do a lap in q3 i have to manually change to a new set of tyres (even if new ones are already on the car) while i'm in the pits in q3.
