I have windows xp professional in my computer and the minimum requirement to run this game is windows vista.I have also checked all of my specs and they are better than the minimum requirements,so the only problem is the operating system.Will it run or i should better not risk it???

the game will not run through steam there are loading issues on every platform. Steam have no idea where this issue has come from. Beware that if you are not getting any problems now you will have soon

i cannot say it exactly but i have found a benchmarking homepage which tested your gpu in relation to f1 2013. source: klick me [www.notebookcheck.com]

the homepage shows no exact fps but low settings are green, medium settings are yellow. i don't know how low is your funlimit depending on fps but it's possible that it can work but no guarantee. the game itself is great.
upgrading your gpu cannot hurt. a cheap Radeon HD 7770 with a price of about 100€ you can get (when i believe the benchmark) about 100 fps at high settings-pattern.
