The only issue is that the AI have unrealistic speed and tire life in wet conditions, making the scales unbalanced. If the AI wet performance could be fixed so it's a totally level playing field then it would be a great element to play with.
The Parc Ferme rule is taken from real life F1 and is designed to make the race more strategic and difficult for the teams. The way you win on days like that is by choosing the right strategy for the conditions and outsmarting/outdriving everyone else.
The fuel mode dictates how quickly the engine burns fuel, and therefore how much power the car produces. Higher mix means more fuel burned and more power, but the tradeoff is longevity - more fuel used means you have less to complete the race with. And if you use too much, it's entirely possible you will run out before the end and have to retire. In fact, because fuel load weighs so much F1 teams deliberately underfuel thei cars by a few laps so the car will weigh less and go faster, but this of course means they are forced to run at a lower mix for some of the race to conserve fuel and make it to the end.
So fuel mix defaults to standard because that's a good balance between longevity and power. Real F1 drivers change their fuel mix many times during a race (perhaps even many times a lap) depending on the situation they are in at the time. But for every moment they spend on mix 2 or every half a moment they spend on mix 3, they will have to pay it back sometime during the race by dropping to mix 1 and saving fuel, otherwise they would have to retire.
Practice and all quali was wet.. Q3 was so bad they had a delay....
Race was dry, but they still managed to race i guess.
Theres a "Parc Ferme" Options in the Options menu i think you could turn that off if you needed.
