Missing Snowman for Achievement "Your Snow is Nothing John Blow"

Hi,
I've got a problem in Postal 2 Lost Paradise. The Snowman on the Position in my Screenshot is missing :-(

I be at this Position on Wednesday, Thursday and Friday, but nothing. Is it a Bug or do i anything wrong? Thanks for your help :-)

The Screenshot cannot be show so i try to descripe the position manually.
If you went to the WinterWonderland you have to go to the right side. There is a tunnel you can pass without a loading time. Then you can see a broken bridge and some wagons of a train. Now you have to find a ladder to climp up. Now there sould be a Snowman but there's nothing.
