So, currently my scroll wheel is broken, and I didn't use it. So I didn't know if scrolling using mouse is working or not. I just using keyboard.
See my video. I got the same problem like OP.

After I choose Flashing Granade, I keep pressing DOWN button couple times, and that's what happened. Endless Up/Down scrolling.

Why I can get to the bottom to choose Bean Bag? Because I'm holding DOWN button.
Then I try to goes Up, choosing Revolver Cartridges. I keep pressing UP button couples times, and that's happened again. Endless Up/Down scrolling.

Yet, I'm managed to get to the toppest back to Shock Rocket, that's because I'm holding the UP button.

My max screen resolution is 1366x768, btw.
