Yes, that is the only way in/out of the complex. If you are stuck in tora bora, you can get out by jumping down onto a certain pipe and get out in that first shaft of the sewers from tora bora. If you can't even get out of tora bora complex itself you may not have gone the right way. It's kinda a counter-clockwise setup in there. Maybe watch a youtube video of it to help you. I am sure there are a few by now.

yeah i managed to get out from it :) took me a while to those bastards, because they respawned in obligatory complex again.

Yes, fight your way in, and fight your way back out. This game is more challenging this time through, I am noticing. Good show RWS! This is so much more polished now.
It would have been a bit boring if you could just walk on out. Gotta love the name "Obligatory sewer complex" .
