Thanks to You both !
I'll stick with D3D.
D3D as others have said. Be warned: the game still crashes from time to time on both renders for me, so put down fire and smoke effects to a minimal in the graphics options.

It -did- crash on me once but it was during a loading screen.

Well I'm gonna go ahead and say OpenGL. It's better IMO. Never got lag or anything. The game has never crashed ever. No lag spikes besides saving and loading.

my test:

(without vsync)

ATI card:

ATI OpenGl

in menu ≈ 150 fps
in game (idle) ≈ 60/70-30/40 fps
in game (with huge fire) ≈ 10 fps
(OpenGL ATI bugs: only worse fire effects)

ATI D3D

in menu > 300 fps
in game (idle) ≈ 90-100 fps
in game (with huge fire ) ≈ 15 fps
(no bugs)

NVIDIA card:

NVIDIA OpenGL

in menu ≈ 200 fps
in game (idle) > 100 fps;
in game (with huge fire) 9-15 fps
(NVIDIA OpenGL bugs: some graphic bugs, worse light, worse fire effects)

NVIDIA D3D

in menu ≈ 200 fps
in game (idle) ≈ 90 fps
in game (with huge fire) ≈ 6 fps
(no bugs)

(Postal 2 NVIDIA card D3D vivid colors than ATI D3D)

Not sure if it effects this game, but in the postal2.ini, one can add custom options which could improve performance. If I recall correctly you can set the render threads, which can significantly impact performance in OpenGL
