Was able to reproduce the same error. Well its simple. It says it cannot find that Entry file. It's a level and it's part of the Maps folder.
Yours is missing. And it's pretty obvious the game will crash/refuse to start if you have a missing map. The Postal 2 editor has the same maps as the game. Including the map named Entry. So go to (or download it) POSTAL2Editor\Maps and see if the Entry file is there.
Copy it to your POSTAL2Complete Maps folder. Job done.

They managed to fix it by deleting their Postal2.ini file in their Systems folder (C:\Program Files (x86)\Steam\steamapps\common\POSTAL2Complete\System). Like they said, the game should automatically generate another one.
If that doesn't work, you can try a complete reinstall where you uninstall the game, and delete the entire Postal 2 Complete folder. I believe you can backup the saves in the Save folder before doing this.
