Question about police and jail...

How does the crime system work? Is it like GTA where staying out of sight lowers your wanted level?

Also, is it possible to serve your time in jail without having to jailbreak?

I believe that the only way to leave is to break out. Staying out of sight lowers your level, but slowly.
You can also bribe cops to remove your wanted level: when you're getting arrested, switch to the money and hit enter when prompted.

The crime system works so when you kill someone in sight of police they will attempt to kill you, you can either drop your weapon and they arrest you. You can hide to wait the wanted level out, you will have to wait for the bar to lower.

When in jail you can't serve time, you can however escape using the only item you have left, which is a box of matches.

I actually waited 5 good minutes in jail yesterday just to what would happen. The only thing I saw was a cop walking by fabulously.

Running around with a weapon or your d**k out also gets the attention of the law, but if you have the police uniform you can get away with a lot more than you'd think!

It's funny how I didn't know about bribe ability even that I played that game from 2006 xd It wasn't even something that someone wrote on some of postal related forums, sites etc. xd And also you can't take cops seriously, they might attack someone because he was escaping from some hazard , even if you don't do anything, after some time someone starts a rampage and whole section of people starts infighting. So it's safe to assume that's everything in this game is a real wild maze with no logic.
