How do I get NPCs to shoot eachother on Hestonworld?

Im hiding behind something and firing a gun, hoping that the NPCs will see everyone else with a gun, consider them a threat, and start shooting. Do NPCs not infight on Hestonworld and above? TV Tropes lists "hiding in a corner, firing a gun, and watching a riot break out due to peds shooting eachother instead of you" as a strategy for a "zero kill run".

Pedestrians don't shoot eachother, only the cops.

nah, they can still fight each other, it's just rare, or you gotta instigate it.

Firing a gun in a corner doesn't instigate it anymore.

Get them in the line of fire, infront or behind you while being shot at by an angry npc. You might catch some lead though.

But then they move AROUND the npc and yell at them to "get the ♥♥♥♥ out of the way" and then shoot me to death.

wanna instigate infights?

Use scissors.

Scissors are the ultimate infighting instigator because NPCs that aren't out for the dude's blood don't give a damn if he's running with scissors. Not even cops, Not even the person right next to the one you stabbed... with scissors (anything else any they're be running or after you too.)

haven't tested it ingame yet but I believe that if you stab someone with scissors and they start shooting you, run to the cops, they will attack your aggressor, just don't hurt the cop or you got yourself some problems.

if you want max potential for infighting, play Insane-O, seriously, everybody is loaded with explosives and napalm, it's dangerous, but so worth it!

Run with scissors, and seed the chaos!

Yeah I played through on that, it's awesome. If you don't mind the crashes once in a while from the infighting (it gets to total chaos with fighting - he isn't kidding). This game is downright halarious when the npcs are going 'bonkers' on one another with all kinds of heavy weapons (because; afterall, it IS just a game). Try getting a dog mad at you, running away with the dog after you, and with the dog behind you, hide right up against an npc on the far side of it from the dog, the dog will NAIL the npcs, and fighting will ensue. If you are good at it, you will only get a nibble, or nothing. Or it might Om-Nom-Nom your hide off.
Using the 'zipper weapon' on a dog will make it quite angry quite quickly.

D'oh.... no no noes.... the zipper weapon is the one that lets you PEE. Unfortunately, sometime Steam censors things in and around words of the such, so that's what I call it.
Use this on a DOG, and stand immediately behind someone with the dog on the far side of you, the dog's attack will hit you AND hit the NPC, causing fighting. Do this to more people if needed. A little painfull sometimes but I end up with like 50-70+ health pipes even on insane-o difficulty by friday so do enjoy with caution.
