Once you have it downloaded, launch the editor and do the following (You will get an option to pick between Postal 2 and Paradise Lost editor, pick the version you want to extract the voicelines from):
1. When the editor opens, you should also see an Asset window pop up (http://imgur.com/nSV74Ol) If it doesn't, click on Tools -> Asset search
2. In the Asset window, go to the 'Sounds' tab and look for 'DudeDialog' sound section (http://imgur.com/85H5YFs).
You should now see some of the Dude's dialogue files, but not all. In order to see all of them, go to Edit -> Load Entire Package
It might take a bit for all of them to load depending on your PC.
3. To extract a dialogue file, click on a voiceline you'd like to extract and hit File -> Export
(http://imgur.com/3D8b94i)
All of the voicelines are in .wav but you can use ffmpeg to convert them to a different format if you wish.
Keep in mind that you can also listen to a line before extracting it, just double click on a file.
Still, I'm unable to locate voicelines of Zombies, demonic version od Mike G, talibans (except Habib, he is aviable) and few more.
