btw, the game can absolutely run great (60+++fps) even with maxed out graphics settings.
give the API change (Vulkan oe d3d9) a try so Postal2 wont run with the outdated d3d8 API anymore.

did you follow the guide?
it says you need to disable the shader-precaching options in steams settings because DXVK does that by itself.
the only stutters then should be on your first minute in the game until everything is loaded and saved.
otherwise you could just use the d3d9 API also mentioned in the Link i gave you. that works also much better on modern computers than the default d3d8 API Postal2 runs on.
i think a constant 144fps would be a little hard to archive (at least on my pc) considering the game runs on a 20 year old engine.
but 60+++fps are possible even with all graphics settings on max.
if you take a look into the Discussion i linked to you, youll find example videos there in the OP with the graphics settings on max (although, sadly i had it locked on 60fps there).

2. Copy all files from "MS\x86" folder to "POSTAL2Complete\System" and "POSTAL2Complete\Paradise Lost\System"
3. Run "dgVoodooCpl" and under "Config folder / Running instance" add both folders you just put MS files into
4. In "General" tab check "Enumerate refresh rates"
5. Go into "DirectX" tab and set VRAM to 4096 MB, then pick your resolution + refresh rate, hit Apply
6. DONE
