While console games have ratings in Japan, there are only two ratings for PC games: G and X. Anything that isn't pornographic or violent enough to be considered porn is considered appropriate for all ages, even if it's something like the old Resident Evil games, which still got C (15+) and D (17+) ratings in Japan.
Ordering copies from another country or pirating it is okay (since everyone and their mother does piracy here even if it is technically illegal, even the largest media companies in the Philippines openly and proudly pirate everything).
Ironically enough, The Passion of the Christ which is even more gruesome than The Last Temptation of Christ, is not only allowed to be shown here, but is given a mere PG rating instead of an R-18 rating despite all of the gore remaining uncut and intact.

I LITERALLY bought this game via steam in Riyadh (capital of Saudi Arabia). Im pretty sure "banning" it is making it not available retail in stores. I could be wrong because nowadays stores dont sell games older than a decade anymore.
