Seems like you can only export files individually, unfortunately.
If you don't want to go through the trouble of exporting all the files one-by-one, a whole bunch of sound files in .wav can be found on this site here: https://www.sounds-resource.com/pc_computer/postal2/ But also unfortunately, their proper names seem to be stripped. (Example: The Dude saying "I regret nothing" is called dude_iregretnothing.wav in the games files, but the one on the site is called DudeDialog_uax-0000000001.wav) So that might not be very useful to you, depending on what you're gonna use the sounds for.
