Is this still going on or its just that i'm on a part of the story where its not open ? , when i go to the shop where its supposed to be the entrance is blocked , the hallway next to that shop is also blocked

That is the West Mall where you get the Krotchy doll from the toy store. The Easter egg is in East Mall, the same place where you get Gary Coleman's autograph.
