How to make ♥♥♥♥ donut?

I have the donut but how do I lure in a cop?

Step 1: have the donut in inventory.
Step 2: Go to a place where there is at least one cop nearby-
Step 3: Drop the donut where the cop will come across it, but not where the cop can imediately see you.
Step 4: Unzip and piss on the donut.
Step 5: Wait for the cop to notice the donut.

How do I drop it?

Go to the options menu and look for the "drop item" option. I think it's "X" by default, but I'm not really sure.
Then when you know which button drops items, just select the donuts in-game and press it.

You can also drop the donut in some place where no one can see you (if there are a few civilians, that'll be alright), pee on it, then take it back and drop it again in a place where there is a cop
