Answer to the question is that you have to leave and come back in the dungeon and search everything. Not really sure what to do next other than read the walkthrough, and it tells me to go to an island, although how I'd figure that out on my own I don't know.... Going to try and head there
I have done the english side of dutch gambit and you get mirage(which is 4th class ship with 3rd class stats) and best cannoner.
BTW, to the person who wanted to know how to start the English privateer quest, go to St. John's in Antigua. Take your immediate left as you are leaving your ship. There is a small house that looks a bit like a shack. When you approach the door, it will read "Charlie Knipple's House". Go inside and talk to him. It must be daylight. You can only do the quest if you are unknown (under level 15?). This will come as terrible news to you if you've been pirating away with great abandon. There is never an indication that levelling up will prevent further missions. This is just another agonizing pain in the ass provided by the developers.
And the level restriction is quite meaningless, just like a lot things in this game, especially the gold double-lone or whatever its name.
I found my cipher -> Straight from ladder, straight past first intersection, left at T-Intersection, left at the next T-Intersection, in pile of wood poles and rocks.
