Unfortunately, about the only place you can find PotC these days is on Ebay. I was trying to get another friend interested in it so we went looking.
Eventually the developers will decide they've done all they could with the game and give us access to the resources. I think they're looking at adding Steam Workshop capability before doing that, and that will be a Good Thing indeed.
I can't wait. I've already got a list of things I intend to mod... like adding direct sail between islands to avoid needing the World Map. I did it with PotC, I can do it with Sea Dogs.
And don't rag on the Russians. They do good work.

You can already do some limited modding with TEHO. I've replaced the compass with a better one that I made, and I found a world map with the island regions marked. There may be others.
If you want a game that's been modded but is similar to TEHO, there are at least two: Age of Pirates 2: City of Abandoned Ships, and Pirates of the Caribbean. Of the two, COAS uses the more modern engine, while PotC has had a lot more time for the mods to mature, which means it has a lot more content and is more stable. Take your pick, depending on which one you can find.
