Did you try POTC New Horizons Mod ( Pirates Ahoy) - There you can keep the towns and manage them with an officer.
Actually after years of playing, I'm still miss a lot of major quests in CoAS. Hope they add it to GOG soon.
The videos I've seen of the game look interesting enough, but I have a question. How is CoAS an open world game that Sea Dogs isn't?
And if you know russian language, try addon "Корсары Проклятые Судьбой" It allows you to build your own colony.

You can choose from three characters, you can choose their nationality and something others. Only one of them have a so called tutorial(yet also quite annoying but not too much), but choosing other 2 characters makes no impact on game play(except their nationality, and you can change it). There are no 'main quest' but some major quest. You can start them whenever you want and can. The random missions were not too various, but trading and smuggling were more profitable. There are a lot of undead creatures, quite challenging, and you can 'trigger' them, simply whenever you want to. You can just do whatever you want in this game, unless you got a little bored and decided to begin a major quest. I've played CoAS for years before I lost the disc, and still didn't finish half of the major quests, though I did get a divorce(in game of course).
It's some kind of that experience: you don't too appreciated when you playing it, but when you have no choices but stuck in Teho, you badly missed CoAS. Imo
But the one thing CoAS was obvious superior than TEHO is: No gold Dumb-Loons there.
And I miss my pump action shotgun...
From what I could see from the videos, the Captain Blood storyline was just about as bad as the TEHO tutorial. Nice of them to give you a couple of open play characters.
OK, aside from having only the one character and nationality in TEHO, they sound pretty similar. After doing the TEHO tutorial stuff and talking to the brother a second time, which opens the sandbox part of the game, you can ignore the entire story line if you want. If you decide to do it later on in the game, you can but are restricted to the main Dutch Gambit. I bought a trading license early on and had no problems with anyone except pirates, so nationality didn't matter that much.
I found trading to be quite profitable, but only after I found a good purser with all three trade perks. This can take a month of game time, but by the three month point you can easily have 3-5 million.
How was the sailing model? Was it reasonably realistic, or like TEHO where it would seem more realistic and make more sense if you simply turned the wind direction pointer in the opposite direction for many ships? I'm going to guess that you were forced to go to the world map to sail between islands.
TEHO does a lot of stuff right, and it has considerable depth, and a number of features I like, but there's a lot of stuff in Pirates of the Caribbean with the New Horizons build mod that I prefer.

My next question is, what will I get from COAS that I'm not already getting from Potc New Horizons?
Is the source code available like it is with PotC? Where is the modding community? And again, what is the sailing model like?
As far as I know, New Horizons is the only mod that allows you to sail between islands without going to the world map. You never have to leave the deck of your ship. In fact, one of the difficulty levels removes the world map and all sail-to options.
If I hadn't gotten back into PotC I'd have bought COAS without question. Now that I've had 70 hours to get used to it, I don't think I could leave PotC. I'm not saying it will never happen, just that I'll need a really good reason. Keep in mind that for me, the game is a sailing simulator, with missions available in the game to give you a reason to sail somewhere.
Now that I know COAS is still available new, I'll do more research.

It looks like COAS and TEHO are both using the same map. The map is better than New Horizons.
I don't request mods. I make them.
Of course, there's no way for you to have known that.
As for questions, I'll research answers myself. If I ask a question here, it's to get the opinions of people who play TEHO and to get comparisons. You only have to read their forums to find out how little people there know about TEHO. Which is OK, they have a different focus. In this forum we have some actual experts in the game.

If for some reason I needed one today, I'd be looking at an external one. It would be more expensive than an internal drive, because it needs an enclosure and power supply, and if you don't already have SATA ports you'll need to install a card with that as well, or facing slow loading times over USB, assuming that option is available.
Depending on how badly you want this game, you might look at getting the drive. If it's going to be anything like PotC, there's no guarantee that COAS will ever be available in a digital version. Of course, a digital version would solve everyone's problem.

Maybe I'll get this DVD from eBay one day, but after TEHO, I'm not too eager now, even if it goes digitized... But I'll definitely try New Horizon of PotC when possible, after I read something about it on pirates-ahoy in past several days.
You can sail from from one island to another in 3D sailing mode if you use Historical Eras Mod for COAS... I have tried it and it works :)
If it's got directsail, I'll probably give it a try. The graphics are probably an upgrade from New Horizons at least.
I'm assuming the source code and resources are in the download. Modding the game is half the fun. :)
