Dirty business.
I started this quest and when I go to open Sea it tells me that I see the ship that I'm supposed to be looking for but I do not. Do I have to sail somewhere or what?

That notification means that the ship is somewhere in the area, just sail around for a while and you should be able to find it. If you check the sail-to menu, it might even show the ship, and there will be an arrow somewhere pointing to where the ship is.
