However, there are SPECIFIC skill, level, fame, and reputation requirements to be able to complete either English Privateer or the Secret Organization questlines, unlike the DWIC.
Both English Privateer and Secret Organization REQUIRE that your character level be 15 or BELOW. Both organizations REQUIRE that you fame be unknown or ordinary, if you are WELL KNOWN or above, you are screwed, as it takes a LONG TIME to drop below well known, if you have been there for a while in fame. Repuation for the Secret organization must be poor, so no Honest Captain and above, it MUST be below the neutral rank of "adventurer". Finally, there are skill requirements for both organizations such as navigation for English Privateer (30), and weapons skills (25-25-25) for the Secret Organization.
None of this told to you beforehand, so dependent on how to you play the game, it may be impossible to be able to start either of the other questlines, as it may cause you to overlevel, or have the wrong disposition, if not carefully managed.
From my perspective, the English Privateer questline is the most profitable overall in obtaining the "Mirage" and Chief Gunner, but the Secret Organization allows you to obtain a very good baorder, the naval carbine early, and a decent ship. The rewards are not "equal" in my opinion, but that is partially based on the complexity of tasks.
The DWIC is by the "easiest", the English in the middle (except the FIRST battle), and the hardest being the Secret Organization.

You need only 25 points in all types of weapon.

How it's possible? I know only you how to get Hercule Tonzag in your crew. What another special crew character?
HWIC - Near 900 000 pesos, light shebek Meifang, level 14 navigator Longway if you replied to him with maximum respect at first dialog and he survived last fight, naval carbine and good rapier.
England - Near 500 000 pesos, privateer ship Mirage, level 20 canoneer Charlie Knippel, spesial weapon - indian mace.
Secret organization - near 1 300 000 pesos, Patrol brig, level 30 boarder/boatswain Hercule Tonzag, naval carbine and brigant armor.
The Brigant armor is fairly common.

I swear to God this last playthrough, I was at level 10, went to "well known", and could not start either the English Privateer or Secret Organization questlines and they blocked me with fame. I had to go backwards from saves.
It was special mace with good parameters for early game. Damage 80, balance 1.9 in my game.
And if you choose DWIC side you can get good Swept-hilt Rapier. In my game it has damage 51, balance 0.9.
Hercule had level 31, Power, Reaction and Endurance - 10, Talent - 6 (all PIRATES in total - 50). Also Hercule had 258 life and 120 energy at start, so he one of the best boarder in the game, maybe second after Mary.
Longway had level 14, Power - 8, Talent - 10, Reaction - 7 (all PIRATES in total - 50). He can progress fast and you can use him as navigator or as boarder (at start he had 200 life and 100 energy)
Charlie had level 20, Power - 9, Luck - 9, Impression - 10, Talent - 5 (all PIRATES in total - 49). He also had not much life points - 120 at start and 80 energy, so he is bad boarder.
