Save the game, record your ship's max speed rating, buy the sails, compare with the old number.

As far as I know, it does not. I'm assuming you mean the sails you buy at the shipyard and not a special upgrade that requires strategic materials. Those upgrades do affect your ship.

If you get a new sail type at the shipyard it just changes the looks of the sails. For example, I don't care for the dirty sails and prefer to get white ones. These may only come with a ship and not be for sale at the shipyard.

I had a fleet of 5 xebecs once and to be able to tell them apart I had each one with different sails.

It's just a way to customize your ship if you like doing that.
