As far as I know, Caribbean Tales is the game between Pirates of the Caribbean and AoP2 City of Abandoned Ships. COAS improves on PotC quite a bit, but I don't know anything about CT.
Sea Dogs: To Each His Own is an extension of COAS. It's the same game with expanded quest content and a few other changes, like improved interfaces. If you liked any of the series, you will probably like TEHO. The quest content is excellent.
The developers have made a few things more difficult that they needed to be. You'll be saving your game and reloading often. With the current version you have to go through a 5-10 hour tutorial play before you ever get your ship, and no one likes it. You can get this down to under 2 hours with a walkthrough and some practice. The good thing about it is, you'll be doing a little of everything you'll be doing in the rest of the game, early in the game so mistakes don't count as much. You can always restart if you need to. Don't let this put you off; it's actually a very good game, and if you save after you've finished the tutorial part and keep the save, you can start a new game from there later if you wish. Or redo the tutorial; it's fun when you know exactly what you're doing. :)

Shortly: TEHO is a giant addon for this game. But it is a bit hard if you want to play the story mode. If you here for freeplay - just pass tutorial and you're in.
Devs not same as at aopct but same publisher and as i said: same game. There are much more things in it and it is bigger.
