I own this game on disc
It's a GOTY Green Pepper disc purchased in germany. How do i get this to sync up with the Steam version that i have not bought? The disc only includes the Knights of the Nine and shivering isles DLCs

You don't. Either you own the game on Steam or you don't. There is no "sync", that would be like buying a product from vendor A and then expect vendor B to give you full (and free) support because it'd be more convenient for you.

It doesn't work that way.

It does for the devs/publishers that decided to turn CD keys into Steam activation codes.
Bethesda/Zenimax did not do so, however.

That is exactly what GOTY downloads have from anywhere in the world.
What was you expecting?
Why do you want to sync?

i was expecting bethesda to do slightly above the bare minimum and let people who'd bought the game on disc have to not buy it again on steam if they'd wanted a more updated version.
I wanna sync it in the vein hope it stabilizes the game so opening it doesn't have a 50-50 chance of crashing the game.

considering i know the source of the problem to be an overworked CPU and likely partial incompatiblity with Windows 10, I don't need to open a thread for that. I was hoping the steam version was SLIGHTLY more updated, ya know? so i could update my game?

I don't think Steam has a newer version of the game. It's using the 1.2.0416 version of the game. If your game version is older, you should be able to download the 1.2.0416 patch somewhere and install it over your existing Oblivion install. This patch was released in 2007. The game hasn't been officially updated since except that some versions include all the original DLC, and some only include SI and Knights.

The GOTY Green Pepper disc includes Shivering Isles and the full KOTN expansion (not just KOTN) so you have all DLCs available apart from the fighter's stronghold DLC Battlehorn Castle. I've never had it myself and have read it's a decent DLC for a fighter player but for the additional cost it's not worth upgrading on Steam. If you've not bought the game yet on Steam don't bother because you're not getting anything you don't already have apart from Battlehorn Castle and there are plenty of free mods you can use instead. Glenvar Castle mod is one example.

The game is stable for me on Windows 10 and the CPU is never above 50% utilisation so I can't see an overworked CPU being a problem. Does Task Manager show it hitting 100% when running the game?

the reason i believe my CPU might be overworked is that, at random, my PC sometimes freezes, always when performing tasks, and most of it being playing videogames. Seeing as my PC was, I believe, tailored by an expert specificly around an older card, being the RX560, it would make sense for the CPU not being especially up-to-date and struggling, more-so with my poor choice of a 4k screen. However, it has not frozen while playing oblivion, and i believe that due to the age of the game, instead of my PC freezing, the game crashes. I have not observed via task manager that the CPU is overworked, due to me simply being stubborn about never playing games in Windowed mode.

Also, where might i download mods for the game? Nexus, or somewhere else?

You don't need to play in windowed mode to use Task Manager. Open it and it's then running in the background so you can launch full screen games and then close them or wait for the crash and then maximise Task Manager to see what the CPU and RAM was during when the game was running. It's more likely an OS or software issue so try to re-install Oblivion. Also, does it crash at complete random or in certain areas? How long can you play for and is there any problems with sound and music?

Nexus is the only place I download mods from apart from a handful that have their own download sites. I trust the site but it's always a good idea to have your own anti virus as well.

Edit: link removed because it's a URL that Steam is flagging is as potentially malicious. I don't see how but it's safer to just remove the URL.

it crashes in moments of high performance being required, such as combat or loading a new area of the world map, or most commonly, when the game is starting up. Sound, music and only music speciflcly, cuts out at random, with no apparent cause. I'll try to see if i can get the game to crash on purpose and see what it says on the task manager. On another note, the windows key does not work on oblivion, and certain other games, though this seems to be either a coding error of older games, or a deliberate feature, for one reason or another, as i remember this being an issue when playing on my old W7 PC

RX560 you are way above what I play with, laptop with HD8970M.
Play 1920 x 1080 ultra quality, meaning I have added a lot of high textures. Game plays smooth, maybe not ultra fps, but I get well over 60fps in exterior cells and 40 to 60 around towns.
But my gpu has 4gb ram and 16gb ram for notebook, and page file gives a lot of balanced vram.

What I am getting to is, check your vram usage.

To check VRAM usage, right-click your taskbar and select the Task Manager option. Select the Performance tab. Then select the GPU box there. If your PC includes two GPUs, select GPU 1 to view VRAM dedicated graphics card memory usage.

That card should be more than enough so if the machine is freezing at random during tasks and playing games that sounds like the issue to resolve first. It could be malware or dying hardware or OS so you can try removing sticks of RAM and retesting or even try removing the GPU and see if the game runs with onboard graphics. It might even run better without the card installed. Depends on the CPU but I'm using a Windows 10 build and have never needed a GPU even during high demand moments like a large battle because the onboard graphics is enough. It crashes to the desktop at random mostly when I'm fast travelling or entering a building so I make sure I save first.

My CPU is an AMD Ryzen 5 1400 Quadcore processor. regarding on-board, I don't actually know if i have any onboard graphic stuffs, seeing as we had the PC built by someone halfway across the nation for about 900€, around the card i mentioned, not sure why tho
