Missing DLCs on PC
I have Shivering Isles and Knights of the Nine in my game, but none of the other DLCs. They don't appear in the data files when I launch the game either.

When I go to the Deluxe Edition in the store, it tells me I already have it in my library. But when I go to my purchase history, it says all I bought was the regular GotY edition. It was also on sale so it was only like $4.99 or something.

However, when I go to the files on my pc (steamapps > common > oblivion > data) it has a text document saying "DLC list" and has all of the DLCs there, even the ones that don't appear in my game. So do I have them or not? Do I need to re-purchase the Deluxe Edition, or just uninstall and re-install the game?

I do have mods installed but it's only the Unofficial patch if that matters.

Go on your name in right hand corner of Steam client. Click "Account Details", Then purchase history. Press control+F and search for oblivion. It should tell you if it is for delux version or GOTY edition. If it says delux edition, take a screenshot of it, and talk to steam support about it. Make sure you attach the screenshot of it saying delux to prove to steam support you own it.

Look in your game data files for the .esm and .bsa files. These are the files for the actual dlc.

Right click the game in your library and select Properties. Check for a DLC tab with an "Oblivion Game of the Year DLC" entry - if you don't see that, then you don't own Deluxe. If you do see that, then odds are the check box in the Install column isn't ticked, and you just need to toggle it.

Deluxe is a bundle of GotY + additional DLC. This means that if you own GotY, the store page will tell you that you also own Deluxe - regardless as to whether this is actually the case.

The game uses that list to identify official plugins. It's not a list of "the ones you own".
