Use Wrye Bash. It's better mod manager for Oblivion

Make sure you properly configured Vortex. Does it even recognize your game? Also; which mods?

Gotcha. The most common issue for mods not getting recognized by the game is a problem with deployment. Or rather: the deployment settings.

With Oblivion as your active game go to 'Settings' (the cogwheel icon) and click the 'Mods' tab. Make sure there's a valid staging folder configured and that your deployment method is also properly set. Should be set to 'hardlink' (which is the default).

If that checks out click on the 'plugins' list (the circle with the + in it) and make sure that your mods are listed here. Also peek at the LOOT order.

If all this checks out then you should try to re-install on of those mods. Go to the mods section (the wrench icon), open the action menu at the right side for one of those mods and choose 'reinstall'.

That hints at a misconfiguration somewhere. Also check the 'download' tab in the settings, make sure that's also correctly set up.
