The Elder Scrolls III: Morrowind

I'm having some frame rate issues (I'm not lying), if anyone could help me
Specs

Intel Celeron 2.16 GHz
64 bits
4 GB RAM
Intel HD Graphics
more than 400 GB of free disk space

what am I missing? is my CPU too weak for the game?

the game is not horrible to play, but I have some stuttering that compromises immersion

I can play Star Wars: Battlefront 2 (classic) with smooth frame rates, flawlessly, and that game's minimum requirements are higher, so I'm confused

just to be clear I'm playing vanilla I have installed NO mods

The thing is that even vanilla Morrowind suffers from limitations in the engine that of course was built with 2002 computers in mind and performance expectations at the time. My PC has a i7-6700k @ 4.2GHz and a GTX 980 (looking to upgrade my entire build when Nvidia's Ampere range finally hits the shelves) and while I do have some mods (40-50) none of them are graphics related - still FPS can be as low as 35-ish in short intervals in the town of Gnisis for example. Usually it is much higher than that, but it is telling that components that were high end in 2014/2015 still "struggle" with this game at times. I honestly do not think that having an i9-9900k and a RTX 2080 Ti would fare much better, as it is not a hardware problem - my 980 almost runs at idle while playing the game. I do fear, however, that an integrated graphics solution simply is not powerful enough if you have even lower framerates than around 30 FPS at its worst.

Perhaps OpenMW fares better here, but I just don't like it myself.

I see. Thanks for the answer. I'm wondering this because in the store page it says minimum requirements are 32 Mb VRAM and my Intel HD Graphics are capable of 64 Mb VRAM which is twice as much as the minimum and the game still has that lower frame rate

i managed to get playable framerates on a 2nd gen Core i7 laptop with Intel HD 3000 (except during snowstorms in Solstheim, FPS would crawl to < 10)
all in all, OpenMW did produce a far better experience for me on "low-end" hardware

thats probably enough VRAM to play the game with low textures @ 640x480, tho 64MB of VRAM should run this @1024x768

Get MGEXE mod, it has the 4gb patch. Or the morrowind code patch does. I forget which, just get both.

If I use mods to play Morrowind, will my save still work with the cloud?

If I begin playing on another computer, will my saves be working?

Any time you add mods to a current save game, there will be one time errors pop up, but just say yes to the question until it stops, then save your game again and all is well even in the cloud.

if you load a save from the cloud on another computer, you will get errors, but again you cna just say yes to all the errors pop ups until they stop, make a new save. The question will usually be "continue running executable?" and you will always answer yes. They may only be a few, there may be many, just keep on saying yes til there is no more. Then make a new save.
Like every Bethesda game, the performance at the low end is a software bottleneck related to drawcall bottlenecking, which is an API and engine limitation.

A drawcall bottleneck is easy to diagnose if you know what to do. If your hardware is NOT working at 100%, and in fact, may even be working at fractional capacity (25% ish) but you're still experiencing slowdowns in a particular scene, it's a drawcall bottleneck.

I didn't understand most of what you said but I'm sure my hardware is working fine because I can play with good frame rates most games that have similar minimum requirements to Morrowind.
