I tried all your fixes at once so I can't say for sure which did it for me but here they are for anyone else
- Disable windows defender firewall specifically for breakpoint via advanced settings
-Open the game with Ubisoft Connect, not steam. Even if you do have Ubisoft connect installed.

Allowing a game in a firewall manually is always worth doing, in case a process that requires full internet access gets blocked. Not only in Windows Security / Defender but also in any other 3rd party antivirus / firewall.
Do the same for Ubisoft Connect exe file, as you do need Ubisoft core services to communicate freely for Ubisoft games.

Make sure Ubisoft Connect is also allowed on the firewall.
Ubisoft core services are needed for the game to run.
Generally, installing and running the UC client as administrator should add an exception to the firewall but sometimes it does not.
