"Tom Clancy’s Ghost Recon Breakpoint was built from the ground up to be an online experience. We heavily investigated the possibility of adding the option of an offline mode, but we were not able to come up with a solution that did not create an unacceptable amount of technical risks."
It's also worth noting that very few offline only games have ever received an offline patch.
As RMJ stated, this allows the game to be cracked, however, Ubisoft likely just doesn't want the microtransactions to become redundant. Also, if the next GR game comes out, they can encourage sales by just pulling the plug on Breakpoint's servers.
The cool thing about Google is you can get an immediate answer without writing in a nearly year old forum post and wait for someone to look it up for you
