Why is it so hard to find this in Critical Mass?

I have to reach the food stockpile in the Gentleman's Club
But I just can't find it?
At some point I was underground but then I was out on the mountain again
Should I stay underground? If I follow the marker I get outside again

its several underground Bunkers connected through big tunnels. You have to search for that connection tunnel, which is big enough for cars to get to the other bunker. I cant remember if every spot has a surface entry point but i know that all points of the quest are connected by those big tunnels.

The base you were at when you got that stage of the quest has a tunnel running under the mountain to the next location. You can run the tunnel but it's alot faster in a car, just have to stop the money man from taking the only car there

Yes you should be underground until you complete the mission.
