All the Far Cry games starting with Far Cry 2 are similar to those Tom Clancy games, but do have a different feel. Same formula though.
The Sniper Elite games are all 3rd person shooters with more of a stealth and sniping focus, but those use missions with their own large maps, rather than a big open world. They don't have the focus on loot drops though and RPG leveling mechanics.
Metal Gear Solid games are similar, but more story focused. More nonsensical too.
If you want games that are similar but first person shooters, the Sniper Ghost Warrior games are quite similar, with big open world maps and tons of missions all over the place.
The Dying Light and Dead Island games are also FPS zombie games that are similar if you look at it from an open world and loot perspective. Same loot mechanics especially. Way more focused on melee though.
But MGSV feels to me like what Breakpoint should've been from a gameplay standpoint. So, so much better to play. Less cheaty AI, way better stealth and gameplay, no unreasonably sluggish animations. It's damn good.
