Planteas might not be 100% correct in that. I have an nvidia card and used Vulcan after getting advice because my performance was choppy. Vulcan made a difference, although I had to make a few more tweaks to get things running smoothly. At any rate, I would suggest that yes there is a difference, but you don't need to worry about it if your performance is good so you don't have to try switching.
Vulkan is the newer API but it's geared more towards getting more performance out of lower power machines
