Hello, I was able to boot up and play without the Steam keys but it says I still need it to activate some of the free unlocks and such? Is this normal?
It wasn't Steam that removed or hid the keys. It was Ubisoft and the way the Steam adds the game or format and content to Ubi Connect now. Before on most or some Ubisoft games you had to activate them manually for your games or passes even if you bought them on Steam,so they added keys.
Now this is no longer needed and if you look at your game you will see what is called DLC's and in that is the activation for the game and stuff you buy that is connected to Uplay or what most should be using now Ubi Connect. So it does away with Keys and make the process automatic when buying a Ubisoft game, some Might still have keys but its only due to those games are old..
It seems you misspoke. You obviously meant "Mouthbreathing Users like myself" - it's not Steam that removed the keys, it's Ubisoft requiring you to utilize their "Ubisoft Connect" platform to play games you buy on Steam (or any other platform). And then Ubisoft Connect requires that it asks for a CD Key first time out the gate even if the game doesn't use CD Keys, like Ghost Recon.
OP's question is 100% valid, and XiL's response is the perfect answer. Your response is useless tripe and at a guess, that likely goes for anything you've ever posted on Steam. Uninstall and never post again, please.

Went through all of Ubisoft's help and FAQ information before searching for an answer on Steam. Nothing Ubisoft provided was helpful. I don't often player their games, in no small part because of how they treat their users with hamfisted user interfaces and ridiculous platform implementation like Ubisoft Connect. A friend convinced me to try Ghost Recon with him, and it was on sale 90% off, so here I was combing through the internet trying to find out where my CD Keys might be hidden, only to find "Nope, no CD required. Ubisoft is just retarded." - go figure.
