AFAIK the ultimate edition contains all content, but I may be wrong.

I played Breakpoint (on Uplay) before any of the DLC add-ons were even released. ... It's a complete game.
I bought the Year one Pass maybe a year after I bought the base game. There was not that much to it. I can barely remember what any of it was about. Although I just noticed some mention the Sam Fisher missions, and I recall doing them. I can't remember much at all about them.
The Year One Pass was a nice add-on to play more, if you really must. I liked Breakpoint so I wanted whatever more I could get.
I got the base game for £16. That price was just pure luck though, due to price drops after release because of bugs back then. .... I got the Year One Pass for about the same. .. At that price the DLC was barely, but only just about worth it vs a full price game.
