There are stronger variants like wolves, they start showing up more frequently later in the game, and bodarks during operation motherland, but that's about it.
Why does this game put the same configuations of enemies against a lvl 1 player and a lvl 25 player?
Every single ubisoft title in the past 10 years has had some enemy proggression curve. I don't even mean completely new enemy types but at least more difficult combinations of them, more snipers, heavies, drones in place of regular riflemen.... meanwhile there aren't even any stronger vehicles, the game is just getting easier because the enemies are the same while I keep leveling up and getting new perks.
Is there at least one location in this stupid game that has a higher degree of challenge to it?
Difficulty comes mostly from the game settings. On hard you die rather quickly when detected. You can add some more challenge by disabling interface elements.
Does it make any difference if you are on tactical mode or no?
If you where playing with gear level on you would notice harder enemies in certain regions, especially drones that becomes much harder when you are underleveled.
If that's the experience you want you might consider turning gear level back on.
Well some bases are harder than others to infiltrate, and certain world events ramp up the overall difficulty a bit like I previously mentioned.
The only exception in chapter 1 is if you travel to Golem island, required if you plan to level up your classes past 10, there difficulty is really ramped, helicopter and vehicle patrols are stronger, and every base is full of wolves. But that's about it.
