Proggression does not affect enemies? Game always easy?
Having played for a couple of hours now and visited plenty of different locations, I noticed that the enemies stay almost exactly the same and there are no higher difficulty variants of them. There is no "scaling" of difficulty as my character gains levels and equipment, both humans and drones are just as easy to kill now as they were in the first minutes.

In wildlands the regions were getting proggresively more difficult with enemies having better armor, vehicles and equipment.

This seems not to be the case anymore in breakpoint, unless I'm missing something.
Can anyone who has more experience with the game confirm that?

I am playing with gear levels OFF by the way.

Well that's the point of playing with gear level off, the game behaves as if you are already maxed out your gear level, so the difficulty is the same regardless of region.

There are stronger variants like wolves, they start showing up more frequently later in the game, and bodarks during operation motherland, but that's about it.

Why does this game put the same configuations of enemies against a lvl 1 player and a lvl 25 player?
Every single ubisoft title in the past 10 years has had some enemy proggression curve. I don't even mean completely new enemy types but at least more difficult combinations of them, more snipers, heavies, drones in place of regular riflemen.... meanwhile there aren't even any stronger vehicles, the game is just getting easier because the enemies are the same while I keep leveling up and getting new perks.

Is there at least one location in this stupid game that has a higher degree of challenge to it?

There are two types types of enemies in this game I believe (apart from drones). The usual mercs, who are pretty bad and Wolves (at least I think that’s what they’re called). The second group seems more aggressive, organised, uses drones more often and is generally harder to deal with.

Difficulty comes mostly from the game settings. On hard you die rather quickly when detected. You can add some more challenge by disabling interface elements.

As long as you play smart - DO not Rambo - be a target..., yes the game seems easy. Untill those "hold untill relieved missions Jump on you then your put to the test. I have over 2700 hrs in this game, over 200 replays As I like to try every type of tactic I know. And push the game to its limits.And learning every posible short cut- and there are many unlike wildlands. And the fastest - slowest-easiest- smartest ways to do every mission, And there are some where you do not have to kill anyone. These are the hardest to discover.
Do more enemies appear on patrols and in bases when you are high or max level? Are there more drones/elites etc?
Does it make any difference if you are on tactical mode or no?

So first the player level is irrelevant in this game, it just affects items you unlock and the number of skills you have. That's why this doesn't matter as much as gear level for scaling purposes.

If you where playing with gear level on you would notice harder enemies in certain regions, especially drones that becomes much harder when you are underleveled.

If that's the experience you want you might consider turning gear level back on.

Well some bases are harder than others to infiltrate, and certain world events ramp up the overall difficulty a bit like I previously mentioned.

The only exception in chapter 1 is if you travel to Golem island, required if you plan to level up your classes past 10, there difficulty is really ramped, helicopter and vehicle patrols are stronger, and every base is full of wolves. But that's about it.
