Two different Ubisoft studios worked on Breakpoint and The Division games.
Different studios, different budget.
Breakpoint still looks pretty good in comparison to other games, but The Division games have a much larger dev team with a much larger budget than Breakpoint.
If the dev team who developed The Division 1 and 2 developed an open Ghost Recon game, it would go crazy.
