Class Proficiencies Question

In rank rewards the class proficiencies are listed at ranks 2 and 6, does this mean you only get the class proficiency listed on the ranks when you reach the rank? If so, why do I already have, for example, the +50 hp class proficiency for assault at rank 1?

Yes, as soon as you attain the rank, you get the reward, I.e. whatever it says at your present rank. You get +50hp just for equipping the assault class.
