Hmm, i suggest trying to reinstall directX june 2010 redist (offline version) from microsoft.

My workaround, Set priority to DX11 under properties, then delete the Vulcan.exe from the game folder. This seemed to force the game to utilize the correctly selected exe.
When Vulcan is fixed we can easily add it back through the file checker.
